On April 21, 2023, the Air Quality Control Commission (AQCC) adopted revisions to Regulation 20 which came into effect on June 14, 2023 and added the Large Entity Reporting regulation to Colorado (Part G of Regulation 20). LER requires entities with fleets of 20 or more vehicles with a GVWR greater than 8,500 pounds to report fleet information to CDPHE. The purpose of this reporting requirement is to assess suitability of zero emission vehicles in multiple use cases and to inform future strategies for the ZEV market in Colorado.
Fleet information will be collected twice. Applicable entities must submit their reports by November 30, 2024 and December 31, 2027. A reporting template and guidance documentation will be made available before the submission deadline.
