Greenhouse Gas Intensity Verification Rule Development

The Colorado Air Pollution Control Division is developing an intensity verification rule to ensure a reduction in greenhouse gas emissions from oil and gas upstream operations. This program is part of the state’s mission to address climate change.

Intensity is a measure of greenhouse gas emissions over the amount of oil and gas produced in the form of energy. Oil and gas upstream operators must comply with new intensity requirements, which will decrease (cause more emission reductions) over the course of five years (2025 - 2030). This rulemaking defines how operators calculate their greenhouse gas intensity, monitor operations to ensure compliance, and account for all emissions from their operations.

December 2021 Rule Revisions

On December 17, 2021, the Air Quality Control Commission adopted revised new requirements into Regulation 7, Part D and Regulation 22, Part B requiring reduction of greenhouse gas and other pollutant emissions from oil and gas industry sources.
