Greenhouse Gas Intensity Verification Rule Development
The Colorado Air Pollution Control Division is developing an intensity verification rule to ensure a reduction in greenhouse gas emissions from oil and gas upstream operations. This program is part of the state’s mission to address climate change.
Intensity is a measure of greenhouse gas emissions over the amount of oil and gas produced in the form of energy. Oil and gas upstream operators must comply with new intensity requirements, which will decrease (cause more emission reductions) over the course of five years (2025 - 2030). This rulemaking defines how operators calculate their greenhouse gas intensity, monitor operations to ensure compliance, and account for all emissions from their operations.
Public Comment Opportunity
The Division has published for public review and comment:
- DRAFT Regulation No. 22, Part B, Section IV (ver. 2/3/2023)
- DRAFT Oil and Natural Gas Methane Intensity Verification Protocol (ver. 2/3/2023).
- Public Comments Received
Public comments are requested to be submitted no later than February 28, 2023. Send comments or questions through this form or via email to cdphe.commentsapcd@state.co.us using the subject line "GHG Intensity Verification". Please include your name and organization, if applicable.
