Background
The Stationary Source Control Fund supports the CDPHE Air Pollution Control Division’s work to manage and reduce air pollution. Stationary sources of air pollution pay into the fund through fees. These fees apply when stationary sources submit required emissions reports or air permit applications.
Stationary sources of air pollution include industrial facilities, oil and gas operations, and power plants. The fund enhances the air division's capacity to protect air quality and ensure compliance with laws and regulations.
Fees are determined by the Air Quality Control Commission as required by state law, House Bill 18-1400: Increase Fees Stationary Sources Air Pollutants.

Public participation opportunities
The air division engages with stakeholders and the public, including stationary sources, about how the fund is used. The division’s engagement focuses on potential process improvements supported by the fund. This work includes efficiency improvements and metrics related to:
- Accounting transparency.
- Air pollution permit processes.
- Billing practices.
- Other relevant topics identified by the air division and stakeholders.
The division hosts periodic stakeholder meetings to share updates with stationary sources and receive feedback. These meetings are open for public participation.
