In 2019, the Air Quality Control Commission adopted an extensive but flexible emission reduction program for this segment in Regulation Number 7, Part D, Section IV. The program establishes a Colorado downstream transmission segment intensity target to reduce emissions. The program also requires the establishment of a Steering Committee; methane emissions inventory; an intensity target, to be achieved through company-specific BMP plans; recordkeeping and reporting; and continual improvement provisions.

The program requires the downstream transmission segment to report emissions annually, beginning in 2022.
