Colorado will distribute funds using several program that are already in place through our partner agencies. The existing programs have been modified to fulfill the goals and requirements of the trust and each program. Links to apply below will direct you to partnering websites.


Alternative Fuel Vehicle Replacement Program -Application (Closed)

  • 1992-2009 model year Class 8 Local Freight Trucks (Heavy-Duty) Greater than 33,000 lbs
  • Class 4-7 Local Freight Trucks (Medium-Duty) Between 14,001 and 33,000 lbs
  • Model year 2009 and older Class 4-8 School and Intra-facility Shuttle Buses, Between 14,001 and 33,000 lbs
  • Railroad Freight Switchers
  • Airport Ground Support Equipment
  • Heavy Forklifts, greater than 8,000 pound lift capacity
  • Port Cargo Handling Equipment (yard trucks)

Transit Bus Replacement Program- Application (Closed)

  • Class 4-8 transit buses
​All applications must be submitted through DTR's awards management system (COTRAMS).  Applicants that are new to COTRAMS or will be first-time DTR applicants must contact Ken Mooney at to request a COTRAMS agency and user profile be set up.

Zero Emission Vehicle Supply Equipment Program

Diesel Emission Reduction Act (DERA) - Application (Extended to January 31, 2021)

The Colorado Department of Public Health and Environment has contracted with Clean Energy Economy for the Region (CLEER), a Carbondale-based nonprofit, to manage the Colorado Clean Diesel Program.

The 2020 Clean Diesel Program will award grants for:

  • all-electric and hybrid/plug-in transportation refrigeration units (TRUs)
  • all-electric and hybrid-electric bucket trucks
  • all-electric material handlers
  • associated electrical infrastructure
