Water quality pretreatment

 
The pretreatment program is designed to prevent pass-through of hazardous materials and interference at publicly owned treatment works (POTWs), protect the quality of POTW sludge, and protect POTW workers from fires, explosions and other safety hazards related to industrial discharges.

Types of permittees

  • Industrial userindirect discharger.
  • Publicly owned treatment works that receive discharges of non-domesticwastes from industrial users.
  • Pretreatment non-significant industrial user: Applies to sources of discharge to a POTW in which the user never discharges more that 100 gallons per day (gpd) of total categorical wastewater (excluding sanitary, non-contact cooling and boiler blowdown wastewater, unless specifically included in the pretreatment standard).
    • The following conditions must be met:
      • The industrial user has consistently complied with all applicable categorical pretreatment standards and requirements.
      • The industrial user annually submits the certification required in 40 CFR 403.12(q) together with any additional information necessary to support the certification statement.
      • The industrial user never discharges any untreated concentrated wastewater.
