Domestic Wastewater Treatment Systems Discharging to Groundwater Permit Program

The compliance assistance page provides guidance for existing domestic wastewater treatment facilities discharging to groundwater and an overview of the following groundwater applications.

Domestic Wastewater Treatment Systems with Land Disposal of Effluent (COX631000)

Water quality planning target (WQPT) application and engineering review 

Domestic facilities discharging to groundwater must obtain appropriate WQPTs for the engineering site location and design review process. The WQPT may be a Preliminary Effluent Limitations (PEL) document or, as approved by the division, an existing effective permit certification for the discharge.

Note that discharges to groundwater in direct hydrologic connection to surface water are not eligible for coverage under the COX631000 and COX634000 general permits and must obtain an appropriate surface water discharge permit. Facilities are encouraged to contact the division in order to determine eligibility.
