The overall purpose of this Colorado Department of Public Health and Environment (CDPHE) Request for Applications (RFA) is to solicit responses to support the delivery of services to prevent the acquisition of viral hepatitis in Colorado. 

To address this serious public health situation, CDPHE has a legislative mandate to design and implement a hepatitis C program that includes system mobilization, outreach, and educational services. CDPHE has implemented this program since the passage of C.R.S. 25-4-2004 in 1999. CDPHE also provides HCV testing to populations at the highest risk of acquiring HCV.

In addition, CDPHE receives funding through the Integrated Viral Hepatitis Surveillance and Prevention Funding for Health is a five (5) year cooperative agreement with the Centers for Disease Control and Prevention (CDC). Funding began in May 2021, and focuses on the surveillance of viral hepatitis, increased stakeholder engagement in viral hepatitis planning and elimination, as well as improved access to prevention, diagnosis, and treatment among populations at risk. A portion of this agreement funds a special project focused on comprehensive, outcome-focused approaches to preventing infections associated with injection drug use, reducing overdose deaths, and linking people to substance use disorder (SUD) treatment. 

This RFA includes three application tracks for Applicants:

  1. HCV Testing Project Track 
  2. Drug User Health Hub Project Track 
  3. Combined HCV Testing and Drug User Health Hub Projects Track 

Applicants must apply for only one Track.

The overall intent of this RFA is to support approximately up to four (4) agencies in the state of Colorado to provide HCV testing, outreach, and linkage to care services as part of the HCV Testing Project, as well as one (1) lead agency to create and implement a drug user health hub in an area highly impacted by the overdose epidemic in the state of Colorado as part of the Drug User Health Hub Project.
