To provide oral public comment during a hearing you will need to sign up to provide public comment when you register for the hearing (via Zoom). Once public comment registration is full for the allotted time, a random selection process may be conducted. If it has not filled for the allotted time, the public sign up will be closed the morning of the meeting. All participants will be able to view the registered public commentors in the related monthly hearing folder on the AQCC website.
The following memorandum serves to provide clarification to parties to the commission rulemaking proceedings and all stakeholders who can or cannot provide public comments regarding a rulemaking with respect to party affiliation. Please see this memo for details.

The Guidebooks have been prepared to provide members of the public and other interested parties information on the hearing processes, known as “rulemaking”, "adjudication", and "informational or public". Public Participation Workshop. The workshop provides members of the public with information on how to most effectively participate in commission rulemaking proceedings. The video and presentation linked below were provided in the context of a specific hearing, but the general principles apply for all rulemaking hearings.
If you wish to participate in the commission’s hearing processes, you are responsible for reviewing relevant statutes and rules that apply to the hearing process to make sure you understand your rights and responsibilities. More details about these processes may be found in the Commission’s Procedural Rules and the Rulemaking Hearing Guidebook:
