Rulemaking boards and commissions

Air Quality Control Commission

Develops air pollution control policy, regulates pollution sources and conducts hearings involving violations of the state's air pollution laws. The nine-member citizen board is appointed for three-year terms by the governor with the consent of the Senate.

Board of Health

Enacts rules related to public health, approves funding for public health grant programs, appoints members to department committees and advises the executive director

Promulgates certain rules related to Colorado public and environmental health

Solid and Hazardous Waste Commission

Enacts and adopts rules pertaining to solid and hazardous waste, establishes fees, issues interpretive rules and hears appeals of administrative law judge determinations about administrative penalties for hazardous waste violations

Water and Wastewater Facility Operators Certification Board

Certifies operators of water and wastewater treatment plants, water distribution systems and wastewater collection systems

Water Quality Control Commission

Develops water quality policies and regulations for surface water and groundwater
