Overview
Section 3 of Colorado Senate Bill 24-123: Waste Tire Management Enterprise
- Creates a Waste Tire Management Enterprise within the Colorado Department of Public Health and Environment.
- Carries out a fee-based waste tire management program.
- Provides the department with budget authority.
The enterprise provides financial incentives for recycling waste tires into end-use tire-derived products.
The fees are deposited into the Waste Tire Management Enterprise fund, and the End Users fund. The Waste Tire Management Enterprise fund will cover the cost of operating the enterprise. The End Users fund is used to fund the end-user rebate program.
The enterprise’s primary powers and duties are:
- Collecting the enterprise fee.
- Managing the waste tire management enterprise fund and the end users fund.
- Issuing rebates to end users.
- Issuing revenue bonds.
- Developing waste tire recycling, beneficial reuse, and management strategies and contracting with public or private entities for services related to the waste tire recycling, beneficial reuse, and management strategies.
- Administering the waste tire management grant program.
- Preparing and submitting an annual financial report to the general assembly.
