Integrated Solid Waste and Materials Management Plan

2025 Update to the Colorado Integrated Solid Waste Management Plan

The Colorado Department of Public Health and Environment, with funding from a Solid Waste Infrastructure for Recycling Grant provided by the Environmental Protection Agency, has contracted with Resource Recycling Systems to create an update to the Colorado Integrated Solid Waste Management Plan. The updated Integrated Solid Waste Management Plan will support Colorado’s solid waste stakeholders by estimating the future generation of wastes from the renewable energy sector, creating a disaster debris template for local governments, addressing disaster debris management needs, evaluating and recommending improvements to waste diversion policies and tracking, and aligning local efforts with national goals for recycling and food waste reduction.  

Resource Recycling Systems, in partnership with the Colorado Department of Public Health and Environment, hosted three different series of stakeholder meetings to discuss each element of the plan. Disaster debris, renewable energy waste streams and waste diversion meetings are scheduled for the dates and times below. These meetings gathered insight from stakeholders to identify needs, gaps, and strategies across these focus areas. These meetings you will help shape effective policies and strategies that benefit Colorado’s communities and environment.

Resource Recycling Systems and the Colorado Department of Public Health and Environment held the final all-topics stakeholder meeting on July 28, 2025. The presentation provided a comprehensive overview of all topic areas discussed during the stakeholder engagement process, including insights from the disaster debris management, waste diversion, and renewable energy material management meetings. The meeting focused on presenting draft recommendations to be incorporated into the 2025 update of the Colorado Integrated Solid Waste Management Plan. Accommodations were made to support inclusive participation and ensure accessibility for all attendees.

The Colorado Department of Public Health and Environment is conducting an internal review of the draft update to the Integrated Solid Waste Management Plan. The draft plan will be posted on this webpage for public comment and review in the next few weeks.
