Permitting of solid waste sites and facilities is a joint effort between the local governing body with jurisdiction (county or municipality) and us.
- There is no statewide application form for a solid waste Certificate of Designation. People proposing a facility should contact the local governing body that has jurisdiction where the proposed site is to be located.
- We conduct a comprehensive technical review of applications for a Certificate of Designation (CD) as a solid waste site or facility to determine whether the location, design and operating criteria of the proposed facility are protective of human health and the environment.
- Any technical conditions of approval we list in our final report will be incorporated as requirements in the Certificate of Designation as issued by the local governing body with jurisdiction.
- In addition to solid waste landfills, certificates of designation are generally required for waste impoundments, water treatment plant sludge disposal sites, medical waste treatment, storage and/or disposal facilites, composting facilities and onsite disposal of regulated asbestos-contaminated soil.
Activities that don't require a permit
Although some may not be required to obtain a certificate of designation or other permit, many entities must register with us or become certified before they may conduct their business.
