CHSE Program Description:

The Colorado General Assembly passed a Comprehensive Human Sexuality Education bill (HB19-1032), in May 2019. This bill clarifies content requirements for public schools that offer comprehensive human sexuality education and prohibits instruction from explicitly or implicitly teaching or endorsing religious ideology or sectarian tenets or doctrines, using shame-based or stigmatizing language or instructional tools, employing gender norms or gender stereotypes, or excluding the relational or sexual experiences of lesbian, gay, bisexual or transgender individuals. HB19-1032 funds CDPHE's sexual education grant program for the first time. The purpose of these funds is to support schools and school districts to implement comprehensive human sexuality education content that is medically accurate, culturally sensitive, and represents positive youth development principles.

The Comprehensive Human Sexuality Education (CHSE) Program at CDPHE will manage this grant program and will provide technical assistance, support, and training for schools and school districts, in collaboration with community partners.

Hear directly from students, parents, teachers, administrators, and other experts. We hope that these can be a tool to support community conversations around CHSE, help provide information about what this education includes, and share more on how schools across Colorado can access resources for this work.

Oversight Entity

Role: The CHSE Oversight Entity provides oversight, direction and advisement to the CHSE Program at CDPHE. The oversight entity is tasked with developing policies and procedures for schools and school districts to apply for grants. The oversight entity is also responsible for assessing federal and state funding opportunities related to comprehensive human sexuality education and must work with relevant state departments to identify opportunities to apply for additional funding. The oversight entity also makes recommendations to the Executive Director of CDPHE for funding.
