Substance Use Prevention, Treatment, & Recovery Services Block Grant (SUPTRS)

The Substance Use Prevention, Treatment, & Recovery Services Block Grant (SUPTRS) is federal funding through the Substance Abuse Mental Health Administration (SAMHSA) administered by the CPEI unit that helps organizations plan, carry out, and evaluate the effectiveness of activities that prevent substance use. Each organization creates its own unique prevention plan that fits its community’s needs and can take place in many different settings. These activities may be available to everyone or only to specific groups of people at higher risk of substance use.

Persistent Drunk Driving/Law Enforcement Assistance Funds (PDD/LEAF)

The purpose of the Persistent Drunk Driver Prevention program is to improve community health and safety by decreasing injuries and fatalities caused by impaired driving.  This program currently funds El Paso County Public Health and Environment and Fremont County Public Health and Environment to work with their communities to address impaired driving prevention from a shared risk and protective factor lens.

This project is funded through the prevention portion of the Persistent Drunk Driving (PDD) Cash Fund. Colorado legislation created and authorized this fund, specifically the Persistent Drunk Driver Act of 1998. The fund consists of surcharges imposed on convicted DWAI/DUI offenders, and monies in the PDD fund are subject to annual appropriation by the general assembly with the scope of their use stipulated by statute. The overall purpose of the PDD Fund is to support programs that are intended to educate the public on the hazards of impaired driving. The PDD Cash Fund is managed by an interagency steering committee with representation from the Behavioral Health Administration (BHA), the Colorado Department of Transportation (CDOT), the Department of Revenue (DOR), and the Colorado Department of Public Health and Environment (CDPHE). 

Communities Supported by Prevention Dollars

CPEI provides funding to local communities for many different programs that aim to prevent the use of legal and illegal substances. The work happening in these communities is the key to successful prevention and creating change across Colorado. The funded communities receive five years of funding (2020-2025) to make a difference.
