Producer Responsibility for Statewide Recycling Advisory Board

C.R.S. 25-17-704 (1) created the advisory board for the producer responsibility program for statewide recycling in the department. The appointments for initial terms are staggered, such that some members serve initial two-year terms, and other members serve initial three-year terms. Subsequent to these initial terms, all members serve subsequent terms of three years. Board members must have relevant knowledge and expertise in recycling programs or the impacts of covered materials on the state and the environment. The advisory board must convene its first meeting by March 1, 2023.

The role of the advisory board

  • Advise the Producer Responsibility Organization (PRO) throughout the needs assessment process in accordance with section 25-17-705 (3)(b).
  • Review the needs assessment reported to the advisory board pursuant to section 25-17-705 (3)(c).
  • Review the plan proposal submitted under section 25-17-705 (4).
  • Consult with the PRO on amendments to the plan proposal and the amended plan proposal.
  • Recommend that the Department’s executive director approve or reject the plan proposal or amended plan proposal.
  • Review the annual report submitted by the PRO under section 25-17-709 (2)(a).
  • Consult with the PRO on the development and updating of the minimum recyclable list.

The Colorado Producer Responsibility Advisory Board will hold its twenty-eighth meeting virtually on July 10, 2024 from 12:30 p.m. to 3:30 p.m. Stakeholders and members of the public are welcome to observe the meeting, which will include Spanish interpretation, and provide public comment.
