HEALTHCARE PROVIDER TRAINING GRANT PROGRAM 

In October 2023, the Trailhead Institute convened a multidisciplinary, community-centered review committee to review and score 16 applications from Colorado organizations, submitted as part of the RFA on the Health Care Provider Training Grant Program (HB 22-1267). 

Based on the review committee’s recommendations, the Health Equity Commission approved funding to nine organizations to conduct training with healthcare providers across the state to deliver culturally responsive and affirming care. 

The grant program is administered by the Trailhead Institute on behalf of the Office of Health Equity and the Colorado Department of Public Health & Environment. Trainings will run through summer 2024 and progress reports will be provided throughout the project period.

BACKGROUND

In 2022, House Bill (HB) 22-1267 became law and requires the Office of Health Equity (OHE) in the Colorado Department of Public Health and Environment (CDPHE) to create a culturally relevant and affirming healthcare training grant program aimed at building the capacity of health care providers to provide culturally responsive care. HB 22-1267 requires the OHE to contract with a third-party administrator to administer the grant program.

The total budget for the grant program is $900,000, of which $780,000 must be used for awards to sub-grantees (non-profit organizations and associations of health care providers). The purpose of this RFP is to solicit responses from qualified Offerors to implement the grant program, including developing a Request for Applications (RFA) process, application review, scoring and selection, grant fund dissemination and management, and performance management. View the full Request for Proposal packet and the RFP Questions & Answers document.

In July 2023, CDPHE finalized a contract with the Trailhead Institute for Public Health Innovation (“Trailhead Institute”) to serve as the third-party administrator for the new Health Care Training Grant Program, on behalf of the Office of Health Equity at the Colorado Department of Public Health & Environment, in accordance to HB) 22-1267
