Overview

On June 6, 2024, SB 24-123 was signed into law forming the Waste Tire Management Enterprise. The Enterprise is a fee based waste tire management program which provides financial incentives for recycling waste tires into end-use tire-derived products.

Waste Tire Management Enterprise Fee

Beginning January 1, 2026, the Enterprise will collect $1.50 on the sale of new tires in Colorado. These fees are used to fund the following:

Waste tire collection events 

Applications will be accepted for collection events that will be hosted on or after August, 2026. Please allow at least 90 days for application processing and approval prior to the event date.

Market development grants 

Grants to promote, develop and expand facilities and infrastructure of waste tire recycling, increase beneficial reuse, and management strategies for waste tires.

End-users Fund 

Quarterly rebates are available to Colorado waste tire end-users and Colorado retailers who sell Colorado tire-derived products.

Tire cleanups

Hire contractors to clean up waste tires and tire-derived products that have been illegally disposed of or have been disposed of at a landfill.  

Research and development

Investigate and research the use of tire-derived aggregates in civil applications.

Waste Tire Management Enterprise Board

The Enterprise is governed by a nine (9) member Board of Directors who are appointed by the Executive Director. The Board of Directors represents a broad range of expertise in the tire and waste tire industry and serve terms ranging from 2 to 3 years.
