State and Local Training and Exercise Overview

Training and Exercise (T&E) is an important part of emergency preparedness and response. By regularly participating in drills and exercises, public health agencies and hospitals are prepared to respond to public health and medical emergencies, such as COVID-19.

There are two key federal grant programs that support the state and local training and exercise efforts: Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP). Through PHEP and HPP, local public health agencies (LPHAs) and Health Care Coalitions (HCCs) can implement training and exercise requirements in their communities. 

LPHAs and HCCs are organized and assigned to one of nine regions across the state. This structure aligns with the state's nine all-hazards homeland security regions. It’s important that regions collaborate on training and exercise since emergencies often cross county boundaries.
