40-Hour Administrator Training requirements

All assisted living administrators must meet minimum requirements for education, training and experience as set forth in the state licensing regulations governing Assisted Living Residences (6 CCR, Chapter VII, sections 1.103 [8] and 1.104 [2] [b]).

To meet these minimum standards, administrators must:

  1. Complete a 40-hour training program approved by us.
  2. Provide proof that you've successfully completed workshops, in-services or seminars equivalent to 40 hours of training. Twenty hours of this training must include training on the regulations including residents’ rights, environment and fire safety, emergency procedures and first aid, assessment skills, identifying and dealing with difficult situations and behaviors, and nutrition.

    The other twenty hours of training focuses on operational aspects including but not limited to meeting the personal, social and emotional needs of the resident population served (for example, the elderly, patients with Alzheimer’s, or the severely and persistently mentally ill) and could include medication management, management of residents finances, oxygen, diabetes, depression, Alzheimer’s, legal and ethical issues, activity planning, care planning, confidentiality, end-of-life care, mental illness, utilizing community resources.
  3. A combination of 1 and 2. Due to the passage of HB12 -1294 during the 2012 legislative session and resultant changes in how we do business, there are now only limited circumstances in which we may consider waiving only the 20 hours of operational training. Substitutes must be in topics pertinent to the physical, social and emotional needs of the population served, i.e., diabetic management, dementia, bipolar disorder, age-appropriate activities.
Please note that completion of a state-approved medication administration training course can't be applied toward the 40-hour training requirements.
The following documents must be submitted for such consideration:
  • A cover letter detailing your request to waive the twenty hours of operational coursework, including a list of the courses on which you’re basing your waiver request and contact information.A transcript or training certificate, plus a detailed syllabus or published written description for each course that you are asking to substitute for the twenty hours, including the number of hours.
  • Current resume with detailed work history, including job duties.
  • Copies of any applicable professional licenses (note you must be in good standing with the respective licensing board), e.g, nursing, physical or occupational therapy, social work, certified nursing assistant.
This information will be reviewed by the division, and the administrator will receive a notification in the mail. If (based on the attestation) the administrator doesn't meet the requirements, the administrator will be contacted for additional information. The administrator may be required to submit additional evidence or may be required to take additional training.
