Overview

This funding opportunity prioritizes high-impact HIV prevention (HIHP) with a focus on a comprehensive whole-person approach that supports scientifically proven, cost-effective, and scalable structural, behavioral and biomedical interventions. It will address barriers to care and prevention of people with HIV and without HIV. The purpose is to diagnose, treat, and prevent HIV.

This RFA supports the following activities which will be funded using “tracks.” Each track has distinct requirements and project activities which are described in each respective guidance document.

Track 1: HIV testing, navigation, and linkage to care

The purpose of this track is to increase the availability, use, and access to HIV testing as well as access to navigation and linkage to care services, regardless of the HIV test result. Navigation and linkage to care services encompasses supporting individuals in need of HIV medical care as well as PrEP and PEP care. All three types of navigation and linkage to care services must be provided. See Appendix A for more detailed guidance for this track.

Track 2: Syringe access services

The purpose of this track is to support harm reduction programs through increasing the availability of syringe access services to people who use and inject drugs, increasing access to HIV testing and treatment services, as well as other essential healthcare services, including testing for other STIs and viral hepatitis. See Appendix B for more detailed guidance for this track.

Applicants must apply for at least one Track and are able to apply for both Tracks if interested. For applicants who want to apply for both Tracks, please respond accordingly to each track based on the guidance documents. The budget and workplan templates include dedicated tabs for each track.

Proposals must indicate how the proposed HIV prevention activities will primarily reach the following priority population(s) who are disproportionately vulnerable to the acquisition of HIV. This focus acknowledges the intersectionality of multiple identities and geographies and does not limit how people identify.

Furthermore, we acknowledge that experiences cannot be reduced to singular characteristics, as these characteristics interact with others to produce health outcomes. Using social categories, such as class, race, ethnicity, gender identity and expression, and sexual orientation in a siloed approach, will prevent individuals with multiple identities (e.g., community members who identify as Black transwomen or Latinx, MSM) from receiving necessary services that can lead to positive health and wellbeing outcomes. Thus, it is crucial to take an inclusive and intersectional approach to our work to prevent risks that can negatively impact the lived experiences of people with multiple social identities. 

Priority populations include (listed in order of Colorado HIV incidence from highest to lowest):

  1. Men who have sex with men (MSM)
  2. Black/African American
  3. Hispanic/Latino/Latina/Latine/Latinx
  4. Women including cisgender and transgender women
  5. Spanish-speaking communities
  6. Youth (15-24 years old)
  7. People who use drugs/people who inject drugs (PWUD/PWID)
  8. Transgender individuals including nonbinary and gender-nonconforming
  9. Native Americans
