Below are ongoing and upcoming public participation opportunities with the Air Pollution Control Division. These events may be in-person, virtual, or hybrid. The division holds regular events such as public meetings, information sessions, small community conversations, tutorials, and more. The division uses these meetings to share updates, learn from community experiences, and incorporate feedback into our work protecting clean air for all Coloradans.

Updating the Air Quality Control Commission procedural rules.
Please join a public feedback session about updating and modernizing the rules dictating how the Air Quality Control Commission must run its meetings and rulemaking hearings. The division and commission are working to simplify the rulemaking process, make procedural rules easier to understand, and make the rulemaking process more accessible to community members. All are welcome to participate and share feedback. Please focus your comments on the commission’s procedural rules for the proposed project. The live meeting will be recorded. The May 11 meeting will also provide an overview of updates proposed for existing air quality regulations. The meeting will quickly cover:
- Regulation Number 3: Stationary Source Permitting and Air Pollutant Emission Notice Requirements.
- Proposed updates include:
- Directing fees collected under the disproportionately impacted community monitoring program to the stationary source fund.
- Clarifying the disproportionately impacted community enhanced modeling and monitoring requirements.
- Revising operating permit provisions in response to corresponding revisions at the federal level.
- Other clarifying and correcting revisions.

- Regulation Number 6: Standards of Performance for New Stationary Sources.

- Incorporating by reference New Source Performance Standards to align with U.S. Environmental Protection Agency requirements.

Disproportionately impacted community permitting public information session.
The Air Pollution Control Division has convened a panel of experts to help develop new requirements for monitoring air pollution emissions in disproportionately impacted communities. Please join us for a public meeting on the panel’s draft air monitoring guidance document. The division and panel welcomes and encourages community input and questions. All Coloradoans are welcome to participate.

Air toxics reporting public meeting.
In 2022, Colorado adopted the Public Protections from Toxic Air Contaminants Act. This law requires certain Colorado air pollution sources to report their annual facility-wide air toxics air contaminant emissions. Please join us to discuss current air toxics, air contaminant reporting and potential gaps. All Coloradoans are welcome to participate and share feedback to inform potential revisions to the requirements.

Midstream oil and gas greenhouse gas reduction planning public feedback session
Please join a public feedback session about greenhouse gas reduction planning for midstream oil and gas facilities statewide. This event is focused on a report developed by the Midstream Steering Committee. This event takes place during the report's 30-day public comment period. All are welcome to participate and share feedback. Please focus your comments on the report and upcoming rulemaking. Please review the report before the meeting. These meetings will not include a presentation or question and answer session. The live meeting will be recorded.

The Air Quality Control Commission’s procedural rules guide how the commission must run meetings and rulemaking hearings. The commission is considering changes to its procedural rules to improve the rules and rulemaking process. These updates aim to modernize the process and better meet community needs.
The Air Pollution Control Division and commission are hosting online technical meetings in spring and summer 2024. Interested stakeholders are welcome to join. These meetings will go into detailed discussion about the procedural rules and proposed changes.

Between November 2023 and May 2024, the division is hosting a monthly technical subject matter expert panel. The panel is focused on developing air monitoring guidance for pollution sources. This work will help advance the Disproportionately Impacted Community Permitting Rule adopted in May 2023. These monthly technical meetings are open to the public. The meetings include an opportunity for public comment. The meetings stream live online.

Between January 2024 and 2025, the division is hosting a scientific community technical working group. The working group is focused on toxic air contaminants. This group will help advance the 2022 state law: Public Protections from Toxic Air Contaminants Act (House Bill 22-1244). These technical meetings are open to the public. Between February and May 2024, the division is hosting a technical working group. The working group is focused on providing recommendations for greenhouse gas credit trading system guidance. The guidance will apply to Greenhouse Gas Emissions and Energy Management for Manufacturing (GEMM) facilities in Colorado. These technical meetings are open to the public. The Nitrogen Oxides (NOx) Reduction Steering Committee began meeting in March 2024. The members committed to holding meetings once a month for at least six months. During these meetings, members engage in technical discussions on potential strategies to reduce NOx pollution. The focus is on reducing NOx emissions from oil and gas exploration and production processes in Colorado.
Meetings are held virtually. Members of the public are welcome to observe.

Colorado Air Quality Regulation Updates
The Air Pollution Control Division periodically proposes updates to existing air quality regulations to the Air Quality Control Commission. The commission reviews the proposals and determines whether to adopt any changes.
Many of these changes are minor or administrative. The division provides quick updates about these changes during public meetings.
