Halligan Water Supply Project 401 Water Quality Certification

The Halligan Water Supply Project is a reservoir expansion proposed by the City of Fort Collins to increase the storage capacity of Halligan Reservoir. The project's purpose is to provide additional system firm yield for Fort Collins in order to satisfy an additional need of approximately 7,900 acre-feet per year to meet its projected 2065 municipal and industrial demands. The increased storage capacity will help meet future water demands of the Fort Collins Utilities water service area, increase drought security, and provide a reserve for emergency water supply disruptions.

401 Certification application

The City of Fort Collins submitted the Halligan Water Supply Project 401 Water Quality Certification Application to the Colorado Water Quality Control Division in June of 2025. The division determined that the application was complete in accordance with the requirements in Regulation No. 82, which outlines the division’s process and applies to all 401 Certifications. 

Draft 401 certification and public notice process

In accordance with 401 certification requirements, the division will place the certification on Colorado’s Water Quality Bulletin for 30 days to allow for public comments. Please find the Draft 401 Certification, which is publicly noticed below:
