Tobacco Grant Program Review Committee
The Tobacco Education, Prevention and Cessation Grant Program Review Committee was created in 2005 by Amendment 35 (House Bill 05-1262) with the responsibility for “ensuring that program priorities are established consistent with the Colorado tobacco prevention and control strategic plan, overseeing program strategies and activities, and ensuring that the program grants are in compliance with Section 25-3.5-805 of the Colorado Revised Statutes. (CRS 25-3.5-804 (5)).
The Tobacco Review Committee is a 16-member working advisory board that develops funding priorities, reviews grant applications, and makes recommendations to the Board of Health for the grant program. Volunteer members are appointed by the Board of Health, the Legislature, and our executive director, and serve a three-year term.
Tobacco Grant Program Review Committee Applications Due by December 12, 2025
The Colorado Department of Public Health and Environment (CDPHE) is seeking applications to fill several key vacancies on the Tobacco Grant Program Review Committee.

Applications are due by December 12, 2025.

In 2004, Colorado voters approved Amendment 35, a tax increase on cigarettes and other tobacco products. The revenue was designated for health care services and tobacco education to improve the health of all Coloradans.

Amendment 35 (A35), state tobacco tax revenue, grants programs conduct three-year funding cycles according to the state fiscal year (July 1-June 30). All award funding is contingent upon the spending authority of each program and appropriations by the state legislature.
Tobacco funding opportunities
The Chair, Vice-Chair, the Program Manager, and the Amendment 35 Review Committee Coordinator meet monthly to prepare the agenda for the Review Committee Meeting. Under Colorado’s Open Meetings Law (C.R.S. § 24-6-402), all meetings of two or more members of a state public body at which public business is discussed are declared to be open to the public. If you would like to attend as an observer (public participation is not permitted), please email cdphe_a35grantreviewcommittees@state.co.us at least 48 hours in advance.
