Who should apply

Legislation passed in 2024, Maternal Health Midwives HB24-1262, authorizes the Colorado Department of Public Health and Environment (CDPHE) to contract with an independent third-party evaluator to study closures, consolidations, and acquisitions related to perinatal health care practices and facilities across Colorado. The goal of this work is to understand assets and gaps in services at the county level, propose minimum requirements for reporting to CDPHE, and develop recommendations for solutions and best practice guidelines during closures, consolidations, acquisitions, and resultant transfers of care. This project will include primary and secondary data collection efforts. Primary data collection will focus on best practices and lessons learned from closures that have occurred across Colorado. The project will consider facilities, practices, workforces, communities focusing on qualitative data from those who experienced facility closures, consolidations, or acquisitions as employees, community members, or patients.

Organizations, entities, or individuals with the following experience or qualifications are welcome to apply: 

  1. Experience using qualitative research methods to collect primary data on health care topics.
  2. Experience in community-based or participatory action research.
  3. Experience working with perinatal health-related projects or populations in Colorado, particularly populations most impacted by maternal mortality.
  4. Have a working knowledge of perinatal care models and provider types.
  5. Have a working knowledge of policy or legislation development processes in Colorado, or have created previous products for legislative audiences.
