Overview
The Retail Cannabis Education Program (RCEP) within the Colorado Department of Public Health and Environment (CDPHE) provides education, public awareness, and prevention messages for retail cannabis. Given the substantial evidence that community coalitions are effective in preventing cannabis use and the known disparities in use, the Retail Cannabis Education and Prevention (RCEP) program employs a shared risk and protective factor approach to improve community connectedness and promote positive social norms to mitigate the impact of substance abuse in Colorado communities
- The overall goal of this funding opportunity is to reduce disparities in youth cannabis use by increasing protective factors for LGBTQ+ youth in rural Colorado.
- This is a cost-reimbursable grant; however, 501(c)(3) organizations may apply to receive up to 25% of their annual budget as a cash advance as part of this application.
- The RCEP anticipates making 3 to 4 awards for each funding option.
- There are two funding options.
- Applicants should only apply to ONE option.
Option One
Total available funding through RFA #37298697 for Option One will be approximately $80,000 - $115,000 each fiscal year for a 3-year grant cycle, July 1, 2025 - June 30, 2028.
Option Two
Total available funding through RFA #37298697 for Option Two will be approximately $15,000- $20,000 each fiscal year for a 3-year grant cycle, July 1, 2025 - June 30, 2028.
Who should apply
The RCEP program particularly encourages applications from organizations deeply embedded and trusted within rural LGBTQ+ youth communities. While any eligible organization may apply, the intent of this funding is to address inequitable funding distributions between rural and urban communities. Bonus points will be awarded to organizations that demonstrate a physical presence (ie. home office, resource center, or any other stable physical presence) and are currently operating in the rural county(s) they intend to implement proposed strategies.
- Rural designation will be defined by Rural-Urban Continuum Codes (RUCC’s) numeric rating of 4 to 9. Find out if your county is rural by visiting the Rural Health Information website.
Applicants must be based in Colorado, including community organizations, grassroots organizations, health care organizations, governmental agencies, educational institutions, federally-recognized Native American Tribes in Colorado, Native American-serving organizations or organizations providing services on a reservation or Tribal land with a letter of support from the applicable Tribe.
Fiscal agents are eligible to apply on behalf of organizations without an IRS 501(c)(3).
