A Request for Applications (RFA) is used to award grants to promote specific program goals. An organization (in this case, the Colorado Department of Public Health and Environment) announces that grant funding is available, and eligible organizations may apply for it. The purpose of this CDPHE RFA is to support COVID-19 detection and mitigation in confinement facilities in Colorado.
Eligibility:
Entities that may apply for funding are:
- Colorado confinement facilities. For the purposes of this RFA, the term “confinement facilities” includes adult jails; juvenile confinement facilities; police lockups; and community confinement facilities as defined by 28 CFR § 115.5. This includes Tribal confinement facilities that meet eligibility criteria.
- State prisons (public or private) are not eligible for this RFA.
- Juvenile confinement facilities that are operated by the Colorado Department of Human Services Division of Youth Services are not eligible.
- Confinement facilities that receive federal funding may be eligible. This includes facilities that contract with U.S. Immigration and Customs Enforcement (ICE) and/or the U.S. Marshals Service. Facilities that are federally owned and operated are not eligible.
Eligible entities may not discriminate on the basis of race, ethnicity, religion, sex, sexual orientation, gender identity/expression, age, or national origin in their staffing policies, use of volunteers, or provision of services.
COVID-19 detection and mitigation activities that this RFA may be used to support:
- Implementing COVID-19 testing programs for residents, staff, and/or visitors.
- Conducting enhanced cleaning and disinfection within the facility.
- Implementing ventilation improvements within the facility.
- Supporting implementation of other infection control practices.
Note: This RFA does not support funding for vaccination or clinical care, including COVID-19 treatments.
Approximately $2.1 million is available for this RFA, and CDPHE anticipates awarding approximately 17 grants. The maximum award amount that may be requested at this time is $125,000. However, the actual amount awarded may vary based on the number of qualified applications. Each contract will be effective upon approval by the State Controller through April 30, 2024. All aspects of the project are dependent upon funding availability.
