Several regulatory tools and mechanisms governing water quality require permittees to perform an alternatives analysis to demonstrate the proposed project or alternative is the most appropriate for the set of site specific conditions.
For several pollutants of concern, we have published guidance for performing an alternatives analysis.
Permittees may use the documents below as a guide in developing a comprehensive alternatives analysis which will need to include appropriate adjustments based on the site's conditions.

A permittee must conduct an alternative analysis to satisfy the following regulatory requirements.

Justifying a discharger specific variance (DSV).
